Pixelpushers Inc. was founded in 1997 by its current President and CTO, Mark Kelly, with the sole purpose of developing innovative Web based technologies. Initially they were marketed to mid-sized California-based companies.
After substantial success in the corporate world, Pixelpushers moved into the government market, establishing the Civica Software (Civica) brand and becoming a major provider of Website content management solutions for local governments. Presently, Civica has over 150 County, City and Special District clients. They use Civica’s proprietary technologies to maintain their Websites (Civica), enhance contact with their constituents (CivicaAssist), and manage their HR processes (HR Assist).
The company’s success in making it easy to manage Web-based content attracted the attention of the City of Irvine, CA Police Department, as well as the Orange County Integrated Law and Justice Group, which, using a substantial COPSMore grant, commissioned Civica to develop a multi-jurisdiction tactical crime information sharing system, branded CrimeConnect. This system, enables all 22 Police departments in Orange County to share critical crime information, such as wanteds, missing persons, sex offender registrants, narcotics registrants, etc. in real time. | 
This exposure to the Orange County law enforcement community led to a business relationship with a key British developer and manufacturer of Automatic License Plate Recognition (ALPR) systems, Appian Technologies (APN on AIM London Stock Exchange).
Civica met with Appian in the UK and entered into a commercial arrangement in early 2005 to permit Civica to license and modify the Appian technology, embed it in a Civica proprietary interface, re-brand and distribute it throughout the USA as Platescan operates as a division of Civica Software. |
